Hysacam in Niamey: Exporting Savoir Faire?

Cameroon is commerating 50 years of sovereignty this year. In that time there are many individual Cameroonians who have become leading lights in their areas of work and interest in Africa and internationally but not as many businesses from the country have gained ground out of its frontiers.

It was therefore surprising to see garbage vans in Niamey the capital of Niger bearing the: HYSACAM which is the french acronym for "Hygiene et Slubrité du Cameroun" (Cameroon Hygiene and sanitation company).

The garbage disposal outfit has, however, been present in Niger since 2006, according to the company website.

To say the least, HYSACAM is not the most popular company in Cameroon.  Its services do not cover the national territory and are often decried. Could they really do a commendable job elsewhere in the world?

"They are alright, in fact they are good but they cannot change people's poor sanitation habits and worse still, I wonder what they can do with all these plastic bags we dump everywhere," said Adamou a cab driver.

I do not know if it was courtesy or honesty. Anyway, I saw the usual good and bad sides of waste disposal issues in some countries on the African continent.

For instance, HYSACAM had its huge trash containers but Niamey's inhabitants (like many in Yaounde and Douala) chose to dump mounds of rubbish around these containers instead of inside. 

I couldn't tell if this was the result of an irregular garbage collection pattern by the company or if it was simply a bad habit. As seen in the picture above, goats and other domestic animals have a field day enjoying the trash that is scattered about.

Clearly, it is not good public relations for HYSACAM although it may not necessarily be their fault. Certainly, if they were doing a nasty job they would have been kicked out of Niamey and N'Djamena in Chad where they also run the garbage disposal sector.
